Super 55, leaking

Hope there is somebody with a little more knowledge than I have. This PTO started dripping, we changed the seal around it and it still drips. See photo. Looks like it is coming from the center of the area where the shaft should mount. Also, wouldn't you think the color of the oil is from water getting in the oil? Has been outside under tarp for several years.

its a o-ring and don't think you can replace it without splitting the tractor and removing the pto shaft.

I split one two years ago for a customer and made sure that the o-ring was replaced before I reassembled the tractor.
 
There is a seal that fits around the shaft, covered by the steel plate with 4 bolts on it in the picture. Is there ANOTHER one inside that I can't get to?
 
   Did you service the transmission breather?   There are two breathers with filter elements, one for the transmission and one for the hydraulic system, both on the right hand side above the RH axle.   Upper is hydraulic and lower is transmission.   If you haven't serviced them they are probably full of dirt or perhaps the filter element is smashed because someone took it apart and lost the spacer under the cap.

   Plugged breather causes air to be pulled in by PTO seal as it cools.   As it warms up it builds pressure pushing fluid past PTO seal.   Fixed several by servicing breather.
