1655 Fuel Gauge

I installed a new tank sending unit. Old one had float full of fuel. After connecting, turn the key on and gauge went to
1/4 full. Perfect! tighten all screws...turned key back on and the needle went to 1/4...bounced and landed on E, like you
had turned key off. Tried attaching a ground wire and did the same thing. Can anybody tell me what I'm missing and what I
need to do?

5 possibilitys .
1, intermittent/no power to the gauge or sender.
2, New sender is bad right out of the box.(it happens)
3, fuel gauge wacky.
4, mismatched sender for the gauge.
5 ,float arm not thatching the coil(see no 2)
 
Test the gauge by itself on 12 volts from the battery. If not marked on the gauge, look at the wiring diagram to determine which post is + and connect to batt. positive, then ground the other post. If the gauge is ok (should point to full), then connect the sending unit (uninstalled from the tank) and test them both together.
