Oliver 1600 no turnover

This tractor was given to me. It was stored inside the last 6 years. The starter seems to work but does not turn the engine over. I cannot turn the PTO. Any help will make me happy
 
I would make sure the PTO is disengaged, then try cranking it again. If not done already, make sure it has a good charged (or new) group 31 battery with clean terminals and good (or new) battery cables and tight connections. Really should methodically go through the starting circuit after sitting that long.

A strong starting circuit gets even more important if it's a diesel and in cold weather. Also, if any old fuel left drain it befor doing much of anything -- don't want that getting sucked into the motor.

Ofcourse it helps alot for the clutch to be pushed in and gearshift in neutral when cranking. lol
 
Is the engine stuck then? Will it turn over if you put it in gear and rock the tractor back and forth?
 
I cannot move the PTO lever. Put new battery in. Tractor is in neutral. When key is turned the starter turns the fan about 1/2 inch and stops.
 
Gas or diesel? Still hard to know if it's partially seized or if the starter just isn't putting out enough power. Have you tried jumper cables?
If it's a gas,take the spark plugs out and pour a little light oil in,then leave the plugs out and try it again after a few hours.
If you hold the key in the start position for several seconds then touch all the battery cable connections,at the battery,starter and ground,are any of the connections hot?
 
6 years is a long time if it hasn't run . Could have
tight rings . I would remove the valve cover and tap
each valve to make sure thier loose . I do this to
all tight engines before starting them .

Thanks to all. It will take me sometime but I will try all your ideas
