OC-3 Crawler won't crawl

Dragged this home on Wednesday. Had been sitting for many years, and I had no illusions about it ever running. For $300, it is a cool piece of yard art.
Drained the crankcase - no water, just oil. Motor turns over freely, has spark, not much compression, but I'll bet it will run. Carb missing, so have to find one.
Transmission is another case. Was full of water. No oil at all. Shift lever is positioned in reverse and won't budge. Nothing moves. Had to drag it off the trailer. I removed the shift lever, and from what I can see the shifter rails are rusted. Couldn't move them either. Filled the tranny and diff with oil, but don't have hopes it will help.
Any suggestions on where to go next? I got the clutch freed up and am trying to locate a used carb. Apparently the 1-1/16" bore carbs with 2-1/4" bolt spacing are hard to locate.

That bolt spacing for the carburetor is an SAE standard. Landis used the 8N Ford look alike to make up a carburetor. On the transmission, take the cover off the back and turn the engine over with a battery and see what moves. Also check the bands when you have the back plate and see if they are broke. Also remove the caps on the outside and see if the axles rotate. Did the drive sprockets try to turn when you unloaded it? If you have snail mail I can send you some breakdown pages. Also what oil id you put in there? 50 weight non detergent or you will have trouble with the bands glazing. Remember this crawler does not have steering clutches.
 
If it was mine I would drain the rear end again and FILL it with ATF. I would also do the same thing with the engine and fill the cylinders with ATF. I have had one of those and still have an HG. By the way you may find a carb from say a 8N will fit on the manifold but you may need to play with the linkage to make it work.

Nothing will move if the crawler is dragged forward or backward, even with clutch completely disengaged. So if I take the back off the transmission, what exactly am I looking for? If the clutch is engaged, the motor won't turn over. Perhaps the reason it was parked years ago was the tranny... who knows. From what I can see after removing the shift lever, things are pretty rusty inside. I put a pry bar on the shift rails, but couldn't move them.
John, I will try to PM you with my address for some additional instructions. Trying to locate a good service manual, but first things first. If the motor will run, then I'll look into dismantling the transmission.

Last I knew Zimmerman's have the manuals for that machine. I know I got them from him for the OC-3 I had
 
Those old Cleveland plant operators manuals also had service instructions in them. The museum in Charles city will also have them. Since it is in gear and will not move what are the chances the tracks are rusted fast and will not let it move. You may need to pull the axles to see if it in the final drive/tracks or it is in the transmission.
