1965 oliver 1550 steering problems

My 1550 steeing has started to lock up 1 second it will turn and the next it's locked and when you try to force it to turn the column going through the dash turns with the wheel is this a problem with steering motor under the dash. Is the steering motor rebuild able are do I have to replace it. Thanks jt
 
If the whole column is trying to turn,it's the needle bearing at the top of the column. There's no real seal there. They draw moisture and freeze up in cold weather or rust when it's not. Mine got rusted up so bad a year or so after I got it that we couldn't turn it at all.
Tip the column up and pour some light oil down around the shaft then turn it back and forth to work it in.
