4-78 forklift steering shaft problems with pics

Hey guys I have a 1969 4-78 diesel forklift
ser#218029 cowl ser#10772. My parts book shows this as one of the first ten 4-78 forklifts built.
The steering shaft has major issues see pics. There is so much slop and the shaft on the bottom just spins on the hydramotor even though the jam nut is tight. When I took the jam nut off the steering wheel the threads were rusted off so nut slid off. Also why would Oliver use two ujoints in the early ser# and then one ujoint in the later ones? I am considering having a top shaft made with new yoke coupled to original bottom shaft if splines are still decent. Also steering wheel has a bearing underneath it and notice the big washer above jam nut on hydramotor. Neither is listed in parts book. Complete early shaft assembly #10
in parts book is 30-3037037. Later style with one ujoint #11 is part#25-1000700. Are the part numbers beginning with #25 forklift part numbers only? Any and all help/advice is greatly appreciated.
