550 Side Mount Governor Spring

In the "Revised 3-1-60" Oliver Tractor Shop Manual, it states "Be sure the governor spring stops are set to provide 21 active coils". I have a 1964 and a 1967 550 tractor, and both of them have 19 active coils. But I have a White 2-44FL Fork lift and a 1960 660 Oliver which have 21 active coils. On all four of these tractors, it would appear the governor springs are original. Is this setting due to the 2200 RPM of the 4 cylinder engine used in the 550's? I believe the spring part number is the same as the 6-cylinder tractors.
 
They even had a service bulletin on that subject. Yes the spring is part number H-282 if I remember right. So the use of that spring started with the little 60's and ended with the1800 A series engines. Since it snowed I will look up the bulletin and send you an e-mail. J.
