more governor questions

Ok guys,
I got the governor set up to your directions and the books. It now idles down like it should. I never could get it to do that. When at idle the governor doesn't surge, but when at wide open it really surges. The book says how to set the bumper, but mine is already screwed all the way in. I backed it out a ways and it did nothing. My gut says the bumper spring is missing and that is probably why someone had the linkages all messed up. Would you agree? Can I put in a new spring in from the outside and thread the bumper screw in with the spring on the end or do I need to take the governor off to do it? Also you guys recommend that I replace the thrust washer. I have a parts book that shows there are 2 thrust washers: One behind the gear and one up front by the fork. Are you guys talking about both or just the one behind the gear? The book also calls the part next to the front thrust washer a thrust bearing. Do I replace that too? Thanks again for all of your help. This is on a 1948 Old style 88 standard.
 
Ok, I took the governor off. The bumper spring is missing. What the heck holds that on and keeps it from falling off? I see only the rear thrust washer and I am going to replace that. Maybe am mis-reading my manual that there are two. The thrust bearing looks fine. My only other concern is that there is some slop in one of the weight pins. On one side the weight can move around more on the pin more than the other side. Is this normal wear and ok to leave alone? Thanks again for your help.
 
Check and make sure your linkage from the carb to the governor is about 1/32 longer than the pin centerline distance is.

In other words unhook the front from the governor arm and lengthen it until you have to push the governor arm slightly forward to rehook the linkage.

If the arm bottoms out at the same time the carb is wide open or before it causes problems.

Replace the thrust washer part # K-289 first. The part number has been changed but it is a good part. The front one is a thrust ball bearing. Inspect it and then decide. How much wear is there in the holes in the governor arm? As has been mentioned you need to have over travel on the linkage.
