88 governor

Hi Guys,
I have a 1948 old style 88 standard and I am trying to adjust the governor. I was going to take it apart to see why the governor won't respond, but upon inspection it seems to be way out of adjustment. I am following my IT book. I have the hand control throttle in the full speed position. The part I am not clear on is where the book says to place the carburetor throttle control valve in the wide open position and the governor unit lever in full forward position. Do they mean the governor unit lever goes forward toward the radiator which stretches the spring or toward the carburetor? Either way my carburetor throttle rod is way off. Also is the wide open position on the carburetor throttle valve back towards the seat? If these adjustments don't help, I will probably have more questions on how to tell if my governor has been updated to the later 88 governor. My book says if the earlier governors need correction of excessive wear on governor gear and thrust washer, you replace it with a later governor shaft assembly. Thanks in advance for your help.
 
This is how it is done. If you do it the way you describe the engine will run at wide open throttle when you start it. The governor lever must be full back, not full forward. Chuck

So the governor lever must be straight up and down and not leaning towards the carburetor? Mine goes a little past straight up and down towards the radiator should I push it all the way there until it stops, then adjust the rod length? Then why does the manual state to open the throttle wide open before doing all this? Or am I over thinking it?
 
The governor lever must be in the wide open position or leaning towards the carb as far as it will go and the throttle pulled all the way down. the picture is a little misleading. Chuck
The IT book has it wrong. The picture and directions came from an original Oliver owners manual. When you pull the throttle all the way down the big spring pulls the governor arm all the way back.
 
Ok, Thank you. Then I have some adjusting to do. That makes sense of why they have you pull the throttle wide open then. I appreciate your help. Always great knowledge here.
 
Before you start, take the governor off and inspect the thrust washer and the weight assembly. In fact I would get a new thrust washer and install it. Check the pivot pins & weights for wear. Also see how much wear you have in the hole where the rod to the carburetor goes and how much the rod is worn. Correct all that first and then do like Chuck said. Questions? J.
