1655 diesel steering

I have a 1655 2wd. it is hard to steer however not impossible. when it is steered all the way left or right you can hear the hydro pump bog down it can be turned a little in the opposite direction and you can no longer hear the pump running. I know I have good hydraulic pressure I tested it at the aux connectors. I work at an agco dealer as a mechanic I an new to olivers any info or help will be greatly appreciated
 
Sounds normal. The noise you hear is probably the relief
valve dumping fluid back to the reservoir. Not the pump
running.
 
   The 1655 hydraulic system is an open center type.   Pump output comes to the filter between your legs when sitting on the seat (there is a filter bypass), then is exposed to the system relief valve.
   Fluid then moves across the front of the housing to the flow divider/priority valve located on the left side of the housing.   This valve has a directional valve spool and a relief valve in it.   This valve's purpose is to direct the first 1/2 gallon flow to the steering, after use by the steering fluid flows through the cooler in front of the radiator, then back to the main hyd. housing. The steering being an open center fluid just flows through it in "N".   Once the steering is moved to direct fluid to the steering cylinder, the valve adds and additional gallon of flow for steering.   Once the pump output exceeds 1 & 1/2 gal. the spool moves to allow fluid to flow to the remaining part of the system.   This housing also has a relief valve to protect the steering system. It is under the cap to the rear and is a simple spring loaded poppet valve.   The steering system should see the pressure required to turn the wheels and read 1800 PSI when turned to the max.   It can be checked by inserting a gauge into the line going to the steering control unit.

   Early 1650 main system relief valve was a simple poppet valve, later 1650 and the 1655 had a capsule type relief valve.   the capsule valve does not make a noise when operating, what you are hearing is the relief valve in the priority housing.

   Should you have replaced the front wheels and tires with larger on a offset rim, you have increased the torque required the turn them.
 
When I bought it about 3 months ago it has baler tires on what appears to be wheels off of a Vermeer round baler. with all of this being said is it possibly just a dirty filter and or a little dirt being in the priority valve?
 
There is a 1/4 inch pipe plug in the flow divider. Take that plug out and install a 2000PSI gauge in that port. See what pressure you have. Also how good is the front end. Does it need new thrust bearings and or bushings?
 
I haven't got as far as checking the bearings and bushings in the front end yet. Could the o rings and or the Teflon seals be worn out in the rack and pinion in the front end causing this ?
