1550 wiring charging problem

I just finished rewiring my 1965 1550 gas when I got the tractor the wiring was a mess and nun of it was original so I decided to rewire the tractor all parts are new. alternator,regulator starter, switches, wiring, battery, cables, etc. when I started tractor for the first time after finishing wiring it did not charge so I put a jumper on the alternator and it charged 15 volts I put a jumper across the regulator and it started charging I can pull cover off regulator on push contactor and it starts charging until I cut the tractor off and restart it and it doesn't charge again. I used the wiring diagram in my owners manual to make the new harness. does it sound like I have it wired wrong or did I buy a bad regulator. I haven't been able to locate a service manual yet. thanks

I take it this is an early one (please post serial number instead of year) that does not have the amp meter. My first question is to you have the correct regulator. When you take the cover off the regulator are there two units under the cover or one?
 
Serial number is 165729 there I are 2 units under the cover. And it does not have the amp meter it has a light in the dash

When you turn the key on does the light come on?
If it does not it is most likely the bulb is out and it will not charge properly if the bulb is out.
 
Yes the light works and it has a new bulb. I
also went and got a new regulator today from
napa it's the cheaper version of the first one
and put it on and it went to charging but the
light still won't cut off but it charges. But
when I check the output on alternator it's
charging at 18 volts. I forgot to mention
yesterday that the first time I jumped the
regulator it charged at 18 volts but rest of
the time it was 14 volts today with new
regulator it was 18 volts every time it has my
battery up to 13.5 i carried 1st regulator back
today and got a 3rd had original alternator
tested and it was good put at 14.5 volts so
tomorrow I'm going to put on new regulator and
old alternator and see what happens. Guy at
napa told me to bring back new alternator.
 
Are you wiring to the PICTURE, or to the ID ON THE TABS? I've run into this before, customer bought a voltage regulator from us that was correct by application in the catalog, brought it back "!@##$%$%! thing is junk, won't work". Looked at both units original a "Brand A" (a different aftermarket unit) had tabs in order A-B-C, the one we sold him had the tabs in order A-C-B. When it was hooked up correct wire to correct TAB it worked fine. Both of us felt sheepish, him for shouting and me for never thinking to check that.
 
Yes I hooked up by the numbers on regulator and it matched the drawing. I installed a 3rd regulator today and original alternator had it tested by napa and every thing is operating perfectly.
