Okay I'm building an oliver 70 to pull 3500lbs-5500lbs. I know not the best tractor to work with. But what can I do besides shave the head.
 
Is this a dead weight pull or pan sled? All I can say is get the right tire size that matches your engine power/torque. I have a stone stock 1944 70 standard with 13x24 tires on it. It has a head gasket leaking and needs a tuneup but does well in vintage bantem class up to 4000 lbs with me on it. It powers out with this size of tires on it now but with new head gasket and head surfaced with a tuneup it will be perfect with these tires.
 
Well when you have the head off, take it apart and spend some of your time (low budget) and polish the ports in the head for the intake to match the intake manifold. If you do this right you gain increased air flow which will allow you to increase the fuel intake which will lead to more power. Also see if the machine shop has bowl cutters so he can smooth out the ports in the head. What size is the bore in the engine? You may be able to find a piston with a little higher compression ratio. Could also balance the bottom end and turn the engines rpm up to build more power as well. Between what John said and shaving the head and what I said you should have a good strong little tractor
