Starting advice for Oliver 1600 Utility-been sitting outside

Greetings. Looking for advice from anyone that can offer any regarding starting techniques for a 1600 Utility diesel. Been sitting outside and weathered but does crank over. Was told by family friend that it needs serious priming to get started but being new to Olivers (and tractors to be honest), not certain how to prime. Did see what appears to be a potential primer covered by a bail. Once the bail is loosened and moved out of the way, it cycles in and out and is located on the drivers side just after the fuel filter. Also, are there glow-plugs and if so, is there a process involving them for start-up. I do see the preheater next to the ignition switch but being in Northern California, wouldn't seem necessary.

Thanks for reading and putting up with the "newbie" questions

Got it to start after speaking with Larry Harsin over at www.olivertractor.com. A great guy and very helpful. Priming was the issue and once primed, ran like a champ. I did though notice after I shut it down that there was 2 things going badly.

1) The oil pressure sender line had a large cut in it near the block and was spewing oil everywhere. Will replace line this morning.
2) Power steering leaking oil badly. When wheels are turned, hose leaks fluid. I can actually hear the noise and noticed a sizable puddle. Will look into replacing the line today.

Otherwise, off to a great start. After I learn on the 1600 starting, I'll move to the 1850 that's parked also and looks like it too needs some serious lovin'.

I have a 1650 that's been sitting outside a couple of years also
do I need to do anything to the injector pump before I turn it
over it's a Stanadyne

What I did entirely was to drain old fuel and add new fuel. Changed fuel filter (secondary) then primed like crazy until I heard noise in the fuel filter. Once I knew the system was well primed, it started right up. Was told that if I don't see smoke coming from exhaust while cranking, it may not start. I did though see smoke once I completed the priming process. Prior to knowing how to prime properly, I saw no smoke and no evidence it would start.

Let me know if there's more info needed.
