2-135 wont start

my uncle has a White 2-135 that he used last spring and parked it now he wants to use it this fall and it turns over good but isnt getting fuel. if we take the line off at the in side of the fuel injection pump there is good fuel flow but nothing out to injectors when cranking engine over. it is a rossa master pump with an electric shut off built in, when he turns the key on I dont hear the electric shut off click like it does on the other tractor with a similar pump. Is it possible that the electric shut off could be stuck? it has 12 volts of power to it. is it easy to take the top off the pump and see the shut off parts and check them?
 
Don't know about that pump.

Could be air in the pump which needs bleeding or could be the
shut-off solenoid plunger stuck (biodiesel rather than dino?) or
the solenoid burned out. Checking current, as well as voltage
would help in the diagnosis. There may be two solenoid
windings - one to lift the plunger and one to hold it in the lifted
position.

I once used my car for some time, with the plunger removed
from the solenoid valve (until I located a failed fuel valve with a
good solenoid).
 
Take the cover off, let the power hooked up and ground the cover with a jumper wire. Turn the key to run and see if the plunger moves.
 
Metering valve may have stuck itself. It is under the cover of the top of the pump at the rear. We had one stick itself on our Uni.
