changing fuel tank

I need to switch a leaking fuel tank with a good tank. I have a good tank, but it needs to be cleaned up inside. What is the best and most economical way to clean it? Would a pressure washer work,or is it too strong?
 
Piece of chain or two/three cupped handfuls of gravel plus water and shake vigorously is likely the most economical on cost without labour.

Knowing the shape and material of construction would help, as would the filler type. What actually needs to be 'cleaned up' is important, too - rust or just crud?
 
Just crud. The tank has been laying on its side for several years. It has old diesel in it. This goes on a 1955, so it is a heavy tank.
