1650 hydraulic overheating

I have a 1650 I pulled out of someone's backyard and saved it from the junk man I got it running and within 5 minutes the hydraulics are hot and noisey. What should I check first? It steers good and the lift arms go up and down. When I turn the wheels the pump quiets down.
 
Two things to check, do the 3 point lift arms hae an inch of free play when they are all the way up. Does it have the detent style controls for the remote cylinders? Are both handles in neutral?
 
The valves seem to be in neutral and the lift arms aren't topped out makes the same noise when they are halfway down. Wonder if someone tightened the relief valve too much
