1650 Hi-Crop Rear Rim Question

A friend of mine just added a 1650 Hi-Crop to his Oliver collection. The rear rims are 38in. They have about a 3/8 rod welded on the out side of the beads on both rims, all the way around. The welds look very professional/factory, not crappy. He is wondering if this is special to hi-crop rims, or someone thought they needed reinforcement. The stem holes are rusted out. He would like to know if he should save them, or buy new ones. Can you Oliver guys give us some insight? Thanks.
 
''Stem holes'' - presumably you mean for valves - can be repositioned simply by drilling new holes and welding up the old ones.

Don't know about the outer edges.

Yup! I meant valve stem holes. That's what he's going to do, if the rims are rare in some way. Otherwise, he is going to buy new rims to save the work.
 
Your friend seems to have too much money. Drilling two holes and welding up two small holes is always going to be the more cost-effective solution, IMO. Still remains original - or at least more original. And any new rims would never be as rare as the originals and likely not last as long, either.

You maybe need to check in some parts books to see if the rims supplied for that model had a different part number than other models (that may indicate they were different in some way) if nobody answers re the reinforcement.
