My trusty 16 lost steering

Do you think it's hydraulic or mechanical? I've had the shaft in the cylinder break and the arm broke on the 1600 and 1850 both.
 
If I remember right there were two hydraulic lines going to the steering box/cylinder on our 1650.if your 1655 is the same crack those lines and try to steer left and right ,hyd oil should shoot out .if not the problem may be as you said.watch so that oil does'nt get you! PS. Ours was a broken cylinder shaft
 
Two things to check: How much free travel does your 3 point have when the arms are up? While you are working on the flow divider, loosen that 1/4 inch pipe plug and see what pressuren you have. Maybe you blew the relief valve on the flow divider and it did not seat and wold not let you build much pressure.
