Roosa Master pump issue

I have a roosamaster pump that had a governor ring break apart. I tore the pump apart and replaced the ring and resealed the pump like I've done before. It works fine except after a hard pull, it is like the governor sticks itself. The engine will run somewhere around governed speed for a little while and then slow down to idle speed. Only way to control engine speed is by trying to stall it with the clutch. Pulling the fuel shutoff does nothing for it either, and just keeps running the same RPM as before. Eventually it will calm down and shutoff if the shutdown cable was pulled. The shutdown works as it should. The the metering valve is moving freely as it should. It did this before I had it apart. The return check valve and replaced with a straight fitting when the governor ring failed, so we could run the tractor some. Any input would be appreciated.
 
Sorry, 310 waukesha with DB pump. It is naturally aspirated. So its not geting oil to suck in and run on.
 
No, I feel it is getting a slight amount of fuel back into the plungers. Metering valve is the same that has been in there for over 20 years. Could I try a different metering valve and see if that fixes the issue, or are they matched to the head to it came out of? It mainly does it after a long hard pull @ high RPM's Like I said the fuel shutoff doesn't even kill the engine or have no effect. Is the metering valve the only way for fuel to get back into the pumping circuit?
