Gauge goes to full when key is turned on. And I know its not full.
Replaced sending unit and same thing occurs.
Checked wiring and appears to be fine.
Is there any way to check the gauge within the cluster?
Temperature gauge works fine. Along with the oil pressure light and buzzer and amp light.
Any suggestions?

Had the same problem on my 1655. Ground was bad. Hook a wire to the ground on the gauge and check it on a known source for ground.

Check you ground first, just painted mine and it did the same thing as the paint prevented a propper ground.

I ran a ground wire from the gauge to the tractor ground. Same result. Gauge goes to full as soon as the key is turned on. Could a winding be open on the gauge inside the cluster?
