Oliver 1650 No Power, No Three Point, No remotes?

I got a 1650 that has been sitting for almost twenty years just got it running good and it moves but I can't get anything out of the steering or make the three point. I added ATF and it says its full but nothing. Tractor drove when parked.

To the hydropower, and under the seat the dipstick is full. When you turn the wheel it turns freely but occasionally you can feel it grab just a tiny bit. Mike
 
   Sounds like your priority valve is stuck in the open position.   Move one of your remote valve levers into a work position and hold, now try the steering.   The priority valve is located on the LH side of the hydraulic housing by your left foot and has a metal line coming off of it to supply oil for the steering control unit.   It has a spring loaded valve that is stuck against the spring.   It has to move freely,take it apart and clean, if you can spin it in a drill press and polish it with a brown paper bag.

We also removed the relief valve on the front right corner of the hydraulic pump housing. The relief valve assembly looks fine but when the motor is cranked over with the relief valve removed nothing comes out at all.
