310 Waukesha won't start

I have a 310D with turbo and it was on the grain vac and died as if someone shut it off. Cranks fine. Fluids all OK. I can get diesel to the pump, through the pump and to the injector (only cracked one injector so far). Opened the little window in the pump and the mark goes around OK. Lots of diesel flows.
Seems to be good compression. No white smoke at all. I've ethered it a little and it won't start or even rattle on ether.
Pulled the air cleaner and it is only a year old and maybe 100 hours. Pulled the outer but didn't pull the inner, but it looks clean.
Ideas?
 
here a crazy sounding idea but it worked for me once try leaving the inspection window on the pump loose enough that fuel flows out and then try cranking it over and if it starts great or even if it kinda wants to start but doesnt it means the governor ring on the pump has shelled and the pump will have to be rebuilt, i know this sounds silly but it happen to me on my 1750 and this is how I found out good luck
