1650 flywheel bolts

What should I tork the 7/16 flywheel bolts to on a late 1650 with button clutch? Can I just use locktite on them and no lockwashers?
 
When I did this all the Oliver engines had 7/16 inch bolts on the flywheel and the torque was 69-72 pound feet. Never took the lock washers off of one, you will notice they are a little thicker than most lock washers. If you did not do it clean the timing tape or at least mark TDC with some white paint in case you need it as a reference point later. J.
 
FYI for you on the Locktite. Oliver had issued a bulletin to use either grade C or CY locktite on the threads to keep them from leaking oil. J.
