I"m having trouble with the distributor............ can anyone tell me how they are supposed to be set on a 77 Oliver?
 
Don't know about specifics... but historically the distributor was inserted so that the rotor pointed towards number one cylinder (common sense engineeering principle). That way plug lead sets were expected to be of the correct length for each cylinder, the low tension lead from the points to the coil reached, etc, etc.

Timing is a simple affair of getting the points opening at the appropriate timing mark on the flywheel, and with the correct valve operation (both valves closed, of course). The usual starting point is from number one cylinder (nearest the timing gear) of course.

Getting it right from scratch is important for later servicing although I have sometimes found magnetoes fitted 180 degrees out (no real problem when you know of it).

Normally, these days, a timing light (strobe) is used to get the precise 'running timing' but in the oldie days folks did what was necessary to achieve the best they could.

the distributor will only go in to the drive one way the key is offset. So if you had the motor apart you may have internal timing issues.
 
Since the distributor shaft only goes in one way, you need to get the front number one cylinder at TDC on the compression stroke, then with the rotor in place in the distributor it should be pointing at one of the spark plug wires. Run the wire from #1 plug to the proper hole on the cap and then put the rest of the wires on according to the firing order and the direction the rotor turns. CAUTION, each full revolution of the engine will bring the #1 piston to the top twice, once for compression and once for exhaust. If that doesn't work you probably have the valve timing wrong.
make sure you get it on the compression stroke.
