i am not entirely sure either but i am guessing they are talking about injector because the head and plunger may be rusted together. we have been working on our super 66 diesel believing the engine was stuck and when we pulled the motor we tried to turn the motor for giggles and after a little effort it spun freely, turns our that little effort was us breaking the shaft on the injector plunger that was rusted solid. so then to fix the shaft and to rechrome the head and plunger it will cost around $1,000 dollars when you find a diesel repair company willing to send it to mexico for you.

well of the 4-5 diesel repair places we talked to most of them said the same thing, we will take your pump take it apart but we will ship the head and plunger to who knows where, we were told argentina, Germany, and the four cylinder parts we needed were in texas but rechromed in mexico.

just found out no one can rechrome diesel injector for older tractors and trucks in the states because of a law passed by the EPA. that is why they are outsourced.
