Oliver 1365 PTO Clutch lever

The clutch lever on my 1365 is stuck in the upright position. No matter how hard I try I can't release it downward. I disconnected the lever from the cluch and the PTO works fine.
Wat could be the problem ? What is broken ? How do I repair this lever ?
 
Scratching my head. When the lever is up against the dash,it shuts the PTO off. When it's down horizontal it engages the PTO. If it's running when it's up,something must really be messed up.
 
As I said I disconnected the lever from the PTO clutch shaft. So the shaft is released, as if engaged. I'm pretty sure the problem is with the lever, how difficult is it to repair ?
 
I think that's an over center clutch isn't it? Might be a broken fork so it won't release. I don't think there's a plate where you can get in to work on it. If that's it,you'll most likely have to split it.
There's a cover on the right hand side by the brakes that you can take off. Maybe if you shine a flashlight in there you can see what's going on.

Here is a picture of the same PTO clutch lever I have on my Oliver 1365. When you push down on the lever it releases the locking mechanism so you can lower the lever and engage the PTO. If I can take out the pin I'll be able to take the lever apart and clean or repair it. Just wondering if anybody ever did this repair ?
