1855 hyd pump doesn't de-stroke?

My it manual has a test with protractor to test that a hyd pump is fully destroking. My hydraulics work fine, but are noisy. When I did the test the pointer attached to the pump did not move when I started the tractor. Do I have a major internal leak? If it leaked that bad wouldn't I have hydraulic problems?

Does your pump have the plug in the pump pintle? If so did you attach the protractor to the plug or did you remove the plug? Have you checked case drain leakage? Have you installed a gauge in one of the remote couplers to see what your compensator is set at?
 
I did not remove a plug before attaching the protractor, but there was a 1/4" tapped hole like the manual suggested would be there. If there was a plug that needed removed, i didn't notice how it would come out. I have not checked case drain. I believe I would remove the line, and measure the amount of oil that comes out in a given time? Pressure at remotes is 2100 psi.
