paint prep question

When preparing a tractor{1650}for paint,should I bring the cast parts down to bare metal or just rough up existing paint?I know the sheet metal goes all the way down.Do you guy"s usually sand blast or what? Thanks in advance.Also my steering wheel is pretty cracked and pieces breaking off,should I just replace it or have it redone?
 
Replace the steering wheel they are not to pricey I would call Korves. Great people there. I try to take metal down to bare however you don't have to. The most important issue is to get all dirt and oils gone. Those impurities will cause the paint to lift and or fall off. Don't go cheap on primer either, its the glue to get your paint to stick. With all the work it takes to get a good paint job I don't want any issues if I can help it. Good luck
