i have a oliver 66 that surges
I put in a caraborator kit and it did not change anything
i tried adjusting the governor and that did not help
could the float be sticking
it was running good and while i was cutting hay it started surging
I could use help

My 66 was doing that and it turned out the thrust bearing was going out, and finally did go out by the time I figured out the problem, in the governor. It is simple to pull the governor housing and check that real quick.
 
I put a 77 motor together this summer and it had a surge that wasn't adjusting out.

It died and wouldn't restart and I found the new coil had died. When I got a different/better coil on it the surge was gone.

I hadn't seen a case like that before but weak spark can make you think you have a fuel problem
