Dry fertilizer is almost at an end so now I can work on my tractor. I took the head apart to clean and check out and did not find any valve seals. Are they missing, or were never used. I'm just going to lap the valves and put everything back together unless I need to find seals.

Yes they have intake valve seals. They are located inside the retainer that holds the keepers in place. Part # H-194. That is a 2 piece retainer. You pop it apart with a small screw driver. I would do some carefull measuring here and probably install a set of Perfect Circle valve seals.I don't know the history of the tractor but while you have it apart I would also check your installed stem height as well as valve spring tension. They did not change the design of the spring just to have something to do. Also check your installed spring height as well.
