Oil Pump Installation

Trying to finish up an Oliver Super 55 repair project. I have the motor at TDC on the no. 1 cylinder according to the valves and the flywheel. I am trying to properly install the oil pump. I have the small offset side of the pump shaft towards the block. I just tried for over an hour to get the pump to install so the key way is perfectly parallel with the crack when looking down the distributor hole. Every time it meshes with a camshaft, the key way is like 1/8 turn forward or backward from parallel. I bet I tried it 20 different times. When this happens, I pull it out and turn the gear a tiny amount(what I think is 1 tooth's worth) and when I put it back, its too far the other way and not perfectly parallel. What else can I do or will it not be perfectly parallel like the pic in the shop manual? I marked the block and dist. with a chisel mark hoping to put the dist. back in the exact same spot so I didn't have to mess with timing/adjusting it.
 
Yep, that's what mine says too. I have tried turning it a quarter turn ccw a bunch of times going a little more or less and it still is never parallel with the crank like the manual shows
