In the center of the rocker arm shaft is a short piece of tubing on a fitting. Should the shaft be positioned so this tubing/fitting comes out of the top of the shaft or the bottom? Also, the end of the tubing is crimped so no oil can come out. When I disassembled the engine the tubing fitting was facing down - perhaps incorrectly and someone crimped the tubing to let oil come out of the small holes for each rocker arm.
 
I"m not really a mechanic but i"ll take a stab at this if anyone else has comments please join in also. the fitting should be pointed down and the end is crimped but should not be crimped all the way shut, a little oil should come out of the crimped end for proper lubrication.
