When we got ours it always tipped back some like yours. After using a season we moved the wheels down a hole. Now it runs level so the corn spreads across the entire husking bed. Also,the shift pattern decal was for a 550 instead of a 1550 so the top neutral was on the bottom and vice versa. Like I said though,and I can't stress it enough,the quality was second to none.
