Findings in bottom of oil pan

While just replacing the oil pan gasket to get rid of a sloberring leak I waved my hand down across the bottom for an inspection. Well through the sludge and perafin I found some small BB size balls. To my knowledge I know that no ball bearings are around the rotator. My other thought might be in the governor. Any ideas? Thanks
 
I would check the governor. Thats about the right # of bearings P S the last pic u posted from Penns Cave the Super 66 that is my tractor

I had that once on a tractor i purchased, the only thing i could think of was that someone had the governor go out before i bought it but never cleaned out the pan
