1850 Front Spindles

I have a problem with my 1850 front wheels on toe in. Set it at 1/16th toe in and the outside tire to the circile you are turning will plow. Turn it the other way, and that outside wheel will plow. On all my others the inside wheel will turn a little sharper. I tried trading the cranks on the top, but they"er the same. So, I toed the front end out 2 inches, and it keeps it from plowing, but I know that isn't right. Are the right and left spindles the same, or are they different?
 
The outside plowing alittle is normal on my tractors and trucks.What you want is for it to not plow when going strait.With 2" toeout you will throw gravel inward when going strait.
 
When my Dad got this tractor, the tie rods were all bent from them plowing. He got some more tie rods, and ends, and I couldn't get it right. The only thing I haven't done, is change the spindles around.
