77 governor issues

My 1950 Oliverr 77 rowcrop is having a few issues. The governor surges as soon as the tractor hits about 1/2 throttle. I've played with the carb, drained it, and I have fuel/air. Could it be the governor spring?

Have you looked at the governor linkage? There is a procedure on adjusting the governor linkage. Also check the governor arm for wear in the holes the linkages goes in. Will it quit surging once you get a load on the engine? Start there first.
 
I pulled a fertilizer spreader behind it for about 3 hrs tonight, no issues whatsoever, so it's just when the engine is not under load.
I have looked at the governor, but I mainly focused on the spring.
I'm going camping tomorrow, so it'll be a few days before I can take a look at the rest of it.
