Rotor is not making contact with distributer contacts

My 9N was running crummy then quit running, I found a bad spark plug wire so replaced it (the #3 cylinder). While I was at it, I took the front mount distributer assembly off to check points. They are fine. I was checking to see if there is continuity from the distributer cap input to the output. As I turned the shaft to where the rotor should be contacting the output there was nothing. I checked all four outlets where the spark plug wires hook into the distributer cap, one connection had continuity but the others did not. On the inside of the distributer cap, it looked like the rotor was scraping just below where the metal contacts are so I replaced the rotor and the distributer cap. Now I have no continuity on any of the connections. It looks like the rotor needs to sit down further in order to make the connection with the distributer. Anyone have a similar experience or know what the cause may be?
 
They do not touch. The spark jumps the gap. When they do, you have the cap on wrong & the rotor breaks!
 
As has been said.. Non contact air gap. If it has contact, your bushings worn, and causes cutting or broken rotors and irregular point gap
