Hydraulic Control Adjustment

Have a '51 8N. Replaced cam-following pin on hydraulic system, and adjusted length of springs on draft and position controls while I had the lift cover off. Replaced lift cover and tried to adjust lift control arm relative to touch control lever as described in FO-4 manual. It says to move position control arm forward (horizontal) when making this adjustment. However, when I move the arm forward, I get no movement of the lift control arm when I move the touch control lever. When the position control arm is vertical, the lift control arm does move and I can adjust the touch control lever so that it is as the top of the quadrant when the lift control arm just touches the hydraulic pump housing. Flipping the position control arm back to horizontal causes the touch control lever to lose friction and the lift control arm swings back away from the pump housing. Is this something I need to worry about?
 
you can't adjust the 8N lift by measureing the spring length etc on a 70 year old set of linkages. May have worked when they were new but not now.

You need one of my lift adjusting jig fixtures with my instructions that I have written from my 70 years experiance with the 8N Ford.
