8N valve grinding question

Forum,
Have had trouble with the radiator end exhaust valve seized in place and want to grind the valves. Have tried to remove the whole assembly with little success. Have been applying power blaster for weeks and still no give. Question is, can I grind the valves by removing the keepers in place without removing the whole assembly? Have just about given up on the entire project because of one sticking valve:) Any and all thoughts are welcome!

I bought a 1947 2N tractor a while back and it had a broken off exhaust valve on #1. The valve stem was stuck bad in the guide and would not budge so i got out my dremel tool with a cutoff disc and started cutting the spring into pieces. Then cut what i could off the valve stem on the bottom. I then drove the guide down thru the block to remove.
 
My seat grinder set has a pilot which fits into the flathead blocks when the guides are removed. ...This cuts the seats concentric to the guide bores, and assumes the guides will be on-center when installed.

If the guides are in place, the usual pilot is used.

I have cut valve seats both ways, and can not detect any difference when lapping the valves.
 
If the guides are in place you don't need the guide pilot.

I have done it both ways too about a hundred times each.
