8N hydraulic lift control after rebuild

I am finishing replacing the parts after rebuilding my hydraulics on an 8N. I installed a new cylinder and NAA piston. I also replaced all 4 valve assemblies in the pump. I put the top cover in place and torqued it down. I lifted the pump assembly into place, left the bolts finger tight and slipped in the PTO shaft. (Made sure the tip of the lift control arm was nicely nestled into the hole in the valve rocker lever.) Torqued the PTO shaft, then the pump bolts. Then I wanted to check the movement of the lift control arm to see if it moved the valve right up to, and touching the body of the pump, as indicated in the FO-4 Shop manual page 91, Figure FO136. I was surprised to find that the valve rocker lever contacted the pump housing about half way up on the Touch Control Lever. What could be causing this?
 
Did you adjust the lift according to the FO4 manual? Perhaps the quadrant isn't positioned correctly. Loosen the four bolts and slide it
forward or backward to correct the problem.

ow do you know that this is a problem? Where is position/draft control? What is position of lift arms?
 
The position/draft control lever is "up." The lift arms are connected to an implement (a pallet lift) at about one foot above the ground.

I have not done any adjustments yet.

I still have the dipstick cover off and can observe the movements (tractor not running).
(1) With the position/draft control lever up I can move the Touch Control Lever from the bottom bringing it up, and halfway is where the valve rocker lever contacts the pump housing, from there moving the Touch Control Lever up more works against the springs inside.
(2) With the position/draft control lever down (horizontal) I can move the Touch Control Lever from the bottom bringing it up, and halfway is where the valve rocker lever contacts the pump housing, from there moving the Touch Control Lever up more causes the control arm to "jump" (or be released from the springs inside somehow) and move away from contact with the pump housing. Lifting the Touch Control Lever up all the way again brings the valve rocker lever into contact with the pump housing.

Is that the way it is supposed to work?
 
BTW, the position of the four bolts securing the Touch Control Lever appear to be moved rearward to the point of being against the Ram Arm Housing.
