Ford 9N draw bar problem

I have a 9N borrowed it to a relative and he tried to pull a stump hooked to the draw bar.
When he returned the tractor the draw bar goes up real slow and in the middle of its travel or half way up it shakes real bad.
all the way up or all the way down it is fine but in the middle of travel it shakes the whole tractor. ? PTO seems to work fine but did not hook it up to anything yet.

The right hand round inspection cover that has the dipstick in
it, if it's not an early 9N, can be removed so you can check for
leakage from the cylinder and or gaskets.
Lift something fairly heavy with the 3PT if you can while checking.
If it is raining oil from the top you will see it.
 
First of all you should never pull with the drawbar. SAFETY on the N's is to pull from below the diffy case...but you can flip over real easy pulling stumps. I'd rent or borrow something much bigger.
 
I rarely pull anything with the drawbar on my 2N unless I have the stay bars attached and adjusted as low as they will go.
 
If I'm trying to pull something that might be a challenge I'll attach my back blade to the three point hitch and chain to it .

i'm pretty sure its intended purpose is to pull implements, not stumps.
