8n 3 point won't lift right

I'm having trouble with my 8n lifting implements. It initially won't lift at all. With the engine revved up an continually moving the lift handle up and down it will finally lift the implement, a little at a time until it is clear up. Then it goes up and down fine. If you start using it, like a mower, then it won't raise very high unless you stop and move the control up and down a few times. Seems to work ok as long as you are sitting still, but not when moving. Open to suggestions.

Check the simple stuff first.

Got the correct fluid level ? (see tip # 4)

Got the lever in position control or draft control? (see tip # 58)

If none of that helps, it's time to pull an inspection plate & see what's going on. (tip # 16)
