Hydraulic Lift Stuck Up

I have used my 8N for a couple years with a solid hook up on the rear to tow trailers. I removed the supporting arms to the trailer hitch and the hydraulic lift raised the arms ok but now it is stuck in the up position and will not lower the lift arms!
I assume a control valve is stuck somewhere. What is the easiest way to un-stick the valve and get the arms to lower?
I put a box I made on the rear and will leave it permanently attached to use for moving small items around like my chainsaws, etc instead of hooking up a trailer every time. I will use another tractor for the trailer. This will make it a lot handier for me! I should have done this long ago!
 
Remove an inspection plate, reach in and push the control arm to the rear.

If you want to fix it, post back and plenty of folks can tell you how to drop the pump and clean it.
