8n late model steering box issue

I am trying to repair the steering box on a 51/52 8n and am having a problem. I rebuilt all the sector gears and worm gear, but the kit I bought didn't have the bearings for the top of the shaft. My issue is when I turn right it's OK but when I turn left the shaft is spinning up the tube is this because I don't have the top bearings and seals that are below the steering wheel. Also when I removed the shaft there were several steel shims that I reused over the nylon in the kit. Could this be an issue.
 
This isn't the upper thrust bearing that goes in the bottom of the steering shaft that I'm missing. It's the one with the spring at the very top of the shaft by the steering wheel. How does it prevent the shaft from unscrewing out of the worm gear and pushing out of the tube?
 
Usually when the shaft comes up out of the tube it is a broken upper bearing. Not sure about the spring cap. The column bearing, I believe, just keeps the shaft centered in the tube. If the shaft raises up in the tube, I would open it up and take look at the upper bearing.
 
I literally just changed them but maybe the shaft was ground down more than I suspected allowing the bearings to fall out of the race. Do you know if the tube can be removed from the base plate for easier inspection.
 
I do not know, I have only rebuilt one and that was because the shaft would raise up and the upper thrust bearing was bad.

you might as well park the tractor if you refuse to put a set of thrust bearings in it. and forget the nylon ones.. they are
junk.

you use the shim stack to set thrust clearance.
