first decide if it is a linkage or a governor issue.

go to the carb. notice a rod from the carb to the gov. notice a rod from the gov to that hand throttle.

does moving the rod from the gov to the carb ( increase rpm ), does the gov try to tug back on it to slow it down?
 

So I started her up last night (still amazes me how well this old tractor runs), and moved the linkage connecting the carb and the governor. I was able to make the engine RPM's increase and decrease by moving that linkage but there did not seem to be any extra resistance to correct itself. When I say extra resistance, I mean that there was somewhat of a resistance just to initially move the linkage but no extra resistance was felt once the RPM's changed from where I had it set by the throttle.
 

OK so that being said, should I replace it or repair it? Are the aftermarket one's reliable? Is repairing one close to a new one's price?
 
pull it apart.. is the housing grooved? balls flat? what? side play on arms?

like the adult under garment.. it depends...
 
So I pulled apart the governor tonight and was surprised to see that it was not as bad as some that I've seen on YouTube and on the internet. That being said, there was a groove in the housing, brinell marks on the upper cone shaped race and the cage has some wear. The balls may have some slight wear as well. One surprising thing was the bronze bushing in the back of the housing came out of the housing when I pulled the gear out of the housing. Another thing I did notice was I'm missing the large spring at the bellhop sing that goes up under the dash. My throttle hasn't given me any issue. Does that spring have anything to do with the governor?
 
Compensation spring so gov dont snatch throttle.. I'd guess about the time the gov got week, the prev owner nixed the comp spring
 
Unfortunately looking at part prices at least on this website, the housing is darn near the cost of the entire governor and by the time you buy all the parts, it's almost triple the cost of the assembled governor
