r contacts that you might be able to clean

Ken,It could be from dirty/burnt contacts in the regulator,or the point gap of the cut out/in portion having to wide of a point gap.Causing it to have to be revved up to get the points to close.

Two thoughts: Use a business card or dollar bill to clean the regulator contacts.
It is possible that the slots between the copper bars of the communicator may have become filled with brush dust causing contact between the adjacent bars, thus making it impossible for the generator to work properly. This can be remedied by grinding a hook shaped tool and cleaning out the slots. I had the same problem with the generator on my '48 Farmall Cub
