Leaking Lower Lift Bolt 9N

I have a 1941 9N that has the smaller 7/16-20 bolts that go through the lower lift point plate bracket. The Hydraulic /Transmission oil is leaking through the bolt (not the lift point stud). I will replace one of the bolts and tighten it and put a new gasket on the outside of it.

What prevents the transmission oil from leaking through the insert and under the head of the bolt? Is it just the gasket? Can I use an o-ring on the outside of the bolt or something else? Any gasket type material to insure these bolts wont leak? It seems that the nuts were not very tight. Can I use some thread lock on the bolts? The castle nut and cotter pin are ok, but the hole for the cotter pin is so far at the end of the bolt I wonder if it really helps keep the nut tight? Suggestions please...

Also I see that there are inserts into the holes that go through the differential housing. The inserts that these bolts go through look pretty good. Any thoughts there on helping to prevent leaks? Fill with gasket material prior to inserting the bolts into the housing before I tighten? Suggestions please.
