Question about ignition point gap.

I have a service manual for my old 9N and I just purchased a tune up kit from Yesterday's.

I am installing the ignition points and condenser and reading the procedure for setting the point gap. It is telling me that the gap should be .015 with the heel of the points on the low spot on the distributor cam.

If I follow that procedure, the points will never actually close. Am I missing something?

Any help would be greatly appreciated.

Must be a misprint.
You need the cam follower block of the points on the highest point (s) of the distributor cam to set the gap.

In case he wanted a second opinion, I agree.
15 thou is right for a 9N point gap on the lobes.
Check for wear/side play in the bushings too.
