9n engine rpms

Have a 9n that runs great as long as it's under
load/acceleration. When idling or driving under light load, the
engine rpm vary steadily I would say 2-300 rpms throughout
the rpm range. I have tried almost everything. New carb,
points, condenser, plugs, wires etc. distributor is new. I'm
stumped. Leaning toward vacuum leak or bad governor. The
gov is original non oiled unit. Thanks !
 
How does it run if you disconnect the rod between the gov and the carb and control the carb throttle by hand?
 
Vac leak would make you run it rich, not it.

Do the carb butterfly test.

Does it try to stall out with butterfly static, or idle consistently?
