9N Starts with ether only

i have a 9n that i have rebuilt the carb, distributor, plugs , points,cap, condenser,plugs wires, new 6 volt battery and new coil. It cranks fine but will not start, i give it a little shot of ether and it fires right up, runs smooth, lots of power. I have to do this with the ether when its hot or cold. Any ideas ???
 
I suspect you may have missed something in the carb.
I would disconnect the breather hose and hold my palm
over the throat of the carb to choke it. Does it start that way?
It should suck your hand to the carb when you do that.
You may also get gas on your hand by doing so.

It should start without any kind of choke (or ether) when
warm, so you definitely have something amiss there.
 
It would seem your vacuum is not enough to pull the fuel up into your engine. When it starts it creates more vacuum which apparently is enough vacuum to let it run properly. Suspect maybe you have a leak /crack /gasket bad or something with your manifold or possible your carb is letting to much air in. Suppose it could be a valve that's not seating off properly. Compression test might show that. Warmed up it should start easier . Check you choke linkage and make sure it is closing all the way when you try to start it would be the first thing to check. Just got to get your vacuum up during start up.
